Discussion Topics:

Use Cases for Environmental Project Metadata
    - State of California- financial tracking and accountability
    - Regional aggregators- resource management planning, networking

Data Aggregator Needs
    - Identify records describing the same project
    - Process a cluster of records that appear to be describing the same project:
        * Judge completeness and updatedness of information
        * Filter / Accept / Reject records
    - Linking: thought-to-be-same, parent-child projects, etc.
    - Actions on records: verification, edits, merging records

Big Question: Who should be able to edit a record? Only one authority or more than one?

Technical Solutions (under discussion so far)
    - Assignment of Project IDs
    - History Tracking
    - Project Registry to assign IDs and perform certain services
